My sister-in-law uses Skype to Indonesia, lists various rates:

Most phonecards will offer better rates than Skype, although you need to be careful with per-call connection charges and so on. Headline rates tend to be below HK$1/min.
IDD & phonecards use VOIP which can be more than Skype. From Europe and the US its certainly cheaper, but you might be able to find better within Asia though. For example 1stphonecard.com:Originally Posted by PDLM

Shows a Indonesia targetted calling card with headline rates to Cellular of HK$0.735/minute (half of Skype). Now I know that you only get that rate if you use the whole $20 or $50 card in one go, but if that's your calling pattern it's a much better deal than Skype, and you can use it from any phone, not just your home broadband system.

Some people use PDAs for phones and they can run Mobile Skype, and some mobile phones also run Skype.
