Yes, on wednesday in wanchai, bars such as xperience allow the underage crowd for a ladies night, where they get drunk and what not.

On a side note, I was devastated when I entered Carnegie's on a friday night and found only teenagers there. Whatever happend to 70s/80s music and the crowd of all age groups?

Most of the bars in TST seem to be full of 18-20 year olds so he should have no problem.
