    is 170 volts normal?

I'm in a new 3 floor village house (moved in brand new 1 year ago). The other two floors are separate units. Sometimes the power drops from 210-220 normal to 170v. Anything below 170 and my speakers start humming louder and louder.

Seems to happen only at around 10pm-11pm, so it seems it might be related to the other two units (or village) powering things up, but the ac isn't running (i can check outside).

Research elsewhere, says it could be the power company has issues, or our house has issues. Anyone know anything about this?

I would say it's not normal.

Have you asked your neighbors (in the other floor) if they have the same problem? How about neighbors in other houses (of the same estate)?

You could contact the power company in any case and see what they have to say.

no, sounds dodgy, bad wiring, insufficent current for installed rcd, maybe, as your landlord why and get an electrician before your equipment break down
