    New arrangements policy of Mainlanders children to settle in Hong Kong

    Hi there. I was reading this news earlier.

    New arrangements for Mainland "overage children" of Hong Kong residents applying for "One Way Permit" to commence April 1

    I was wondering if I comprehend it correctly. It seems to me that it means that children who were 14 years old and above at the time the parents was able to attain a HKID in year 1979 will now be considered eligible to apply for a one way permit to HK starting April 1?

    Or is it the other way around? 14 years below?

    It's for children born in the mainland whose parents acquired HKID cards before the children reached age 14 and whose children applied for a OWP before they were 14 but who turned 14 before the application was granted (and who, therefore, were not able to come to HK). The rules changed in 2001 so that no new situations of this type would arise (because now the age at time of application is considered, not the age at time of granting of permission). So my understanding is that for this to be relevant to you:

    1) You must be a Chinese Citizen born in the Mainland before 1 November 1987, and

    2) At least one of your natural parents must have acquired a HKID before you were 14 years old, and

    3) Your parents must have submitted a previous OWP application on your behalf before you were 14 years old, and

    4) Your OWP application must have failed previously because you reached the age of 14 before it was granted, and

    5) At least one of your parents must still be alive and be a HK resident.

    If you meet all of those 5 conditions then you will be able to apply for a OWP again. Applications will be accepted in phases. The first phase is for those meeting all the above conditions plus:

    6) (One of) your parents obtained their HKID card before 31 December 1979.

    Thanks for explaining that. Actually, it's for someone that I know. This person was told that as long as the parent was an HKID holder before 1979, and that the child was before 14 years old at that time, then he will be eligible for this.

    I didn't expect it will have a lot of requirements. But anyway, your post makes a lot of sense to me than the article itself.
