Question on investment (to establish/join in business)

Practically, what's the minimal requirement for this visa? For example:

1] Is it only applicable for an established overseas company to setup a "branch" office in HK? Or it allows a person to start a "new" business in Hk directly?

2] Any minimal capital requirement? minimal (expected) revenue? minimal (expected) number of local hires?

    Thanks.

You can't think minimal. Just have to ensure your business plan addresses all of the issues HK Immigration say are needed for them to make a decision. If you think minimal, you might fall short of the mark.

The problem is I cannot see what they are looking for? On the application form, it asks for things like company address (and overseas "parent" company address), last month turn over, # of local hires etc. In the case of a multinational to setup a HK branch, it probably not a big issue (as you can supply the information about the oversea parent company). But how about small business that is to be setup in HK?

CHECK YOUR PMs - sending you something that might help.

If it is a work investment visa there are guidelines for the approvability test criteria with the form:

Application for Entry for Investment (to establish/join in business) in Hong Kong (to be completed by the applicant)

The Government of the Hong Kong Special Administrative Region - Immigration Department

Read over the Guidebook ID(E)1000 for Entry for Investment to join or establish a business.

The Government of the Hong Kong Special Administrative Region - Immigration Department

    "II. Eligibility Criteria
    3.
    (a) there is no security objection and no known record of serious crime in
    respect of the applicant;
    (b) the applicant has a good education background, normally a first degree in the
relevant field, but in special circumstances, good technical qualifications,
proven professional abilities and/or relevant experience and achievements
supported by documentary evidence may also be accepted; and
    (c) the applicant is in a position to make substantial contribution to the economy
    of the HKSAR."

This means that you meet the above and will hire local people and that with your special skills, etc. you could not have hired anyone as good as you to do the job you will do for the business. That's the gist of it.

Check out other threads here too.

See this post from Emigra (consultants) as they too outline some of the criteria:
