What's funny is Hull, Mat, and the Brit posting this as evidence of the 'lack of a social safety net in the US' when the people in question are quite frank about spending their government-provided funds on water - or on some other, unamed commodity. The only way to avoid this result would be to simply supply the water directly to the 'poor' rather than giving them money.
