Depends where. If I'm out and about, probably not unless people look like they need help. In England I didn't go round talking to strangers either.
Times when I might talk to strangers... if I'm in a long boring queue and they're next to me (especially if it's a queue for a flight that is 5 hrs late for example... nothing like a mutual moan.)
If it's near home or where I work, or at uni. But not always.
Oh and of course if they talk to me first.
When I went travelling around Asia as a backpacker in 2006, I talked to everyone I saw. This was in places like Thailand, Laos, etc. and I made loooads of friends that way. I remember popping over to HK during that trip and getting well and truly blanked by everyone I tried to start a conversation with.. locals, tourists, expats alike, all looking at me like I'd shot them. oh, with the exception of one very friendly young girl... who I eventually married!

I never do it, I always thought it a bit uncool, nodding at other Gweilos..I dunno, plus I don't like anyone.
Isn't NT where all the poor people live?
Do expats and foreigners only come in white or are there different colours?
