    Once you leave " the place of transaction" without checking the money it is your word against the other person and the police can't do anything, unless there is video recording

    Understandable - but surely there is a fraud/counterfeit department which would be interested in this information

    Actually they could if they wanted to. They choose not to. It's no fun getting hot outside doing some investigative work when you could be holed up under the A/C quaffing Siu Mei.

    Report the taxi driver to the transport dept. The number is on the card you scanned. They do tend to follow up with individual taxi drivers as I have reported one for taking me a (much) longer route before.
